Background

During the 2025 Oregon State Legislative Session, Morrow County received a Business Oregon Technical Feasibility Grant to explore the possibility of providing water and sewer services to the West Glen Community. This is a feasibility grant that provides information for parties to consider the options. No final determinations were made with this report. As part of the project, several community outreach meetings were scheduled to present and discuss the options with residents of the community. The following files represent information that was presented at the meeting. Discussions with residents and the City of Boardman continue as we seek a solution for this neighborhood area.

June 23, 2026
RFQ Posted
During conversations with the City of Boardman to enter into an IGA for the Engineering, it was determined that the best course of action was to post an RFQ. On June 23, 2026, the formal Request for Qualifications for Engineering and Design of the West Glen Project was posted. The Consortium is requesting Statements of Qualifications from qualified professional engineering firms to provide design, permitting, easement assistance, bidding support, GIS, and related professional services for the West Glen Drinking Water Project near Boardman, Oregon. The Project is intended to expand potable water service to approximately 100 homes located in and around the West Glen area, including service connections to homes and capping of existing well connections into homes where applicable.

Boardman City Council Workshop
The Boardman City Council held a workshop to hear initial options for providing clean drinking water to residents in the West Glen area. No decision has been made at this time; however, it was understood that the Boardman City Manager and Engineering Department would work with the Consortium and Morrow County to gather additional information and enter into an IGA to complete a full engineering plan for the project.

Consortium Authorizes IGA for Engineering
During their monthly meeting on April 14, 2026, the Consortium authorized negotiation of a proposed Intergovernmental Agreement (IGA) with the City of Boardman and their Engineering Department to design an extension of the municipal water system to provide clean drinking water to the unincorporated area of southwest Boardman, otherwise known as West Glen.
