Community Initiated Project (CIP) Requests

Background

One objective of the Consortium is to secure the necessary funding for the design and construction of infrastructure that ensures clean water access for rural residents in Morrow County. At the federal level, this includes pursuing Community Initiated Project (CIP) Requests, formerly designated as Congressionally directed spending. In February 2026, we submitted two CIP Requests for Fiscal Year 2027 to the offices of Senators Merkley and Wyden. These applications target two distinct project types: a feasibility study for an independent community water system serving clusters of residents beyond the reach of municipal sources, and a program dedicated to isolated households where community systems are not viable. While legislative consideration of these specific proposals is not guaranteed, the Consortium remains steadfast in its dedication to advocating for their approval to meet the critical water needs of our community.
